Halter lays keels for NOAA vessels

V.T. Halter has laid the keels for two National Oceanic & Atmospheric Administration (NOAA) ships at its shipyard in Moss Point, Mississippi. These two high-tech newbuildings will replace ships that are over 40 years old.
